Paris Agreement [Framework Convention on Climate Change]
The 21st Conference of Parties to the United Nations Framework Convention on Climate Change (COP 21), held in Paris in 2015, concluded with the adoption of the Decision and the Paris Agreement. The agreement entered into force in November 2016 and will apply as of 2020. Its goal is to keep the global rise in temperature well below 2 °C. It aims to achieve this by increasing adaptability to the adverse effects of climate change and promoting climate resilience and low carbon development. In order to achieve the agreed targets, the Paris Agreement establishes a reinforced transparency framework aimed at fostering mutual trust and promoting the effective implementation of the Agreement, increasing clarity and facilitating the monitoring of progress.

Highlights
Public participation and Access to information (article 12)
Parties shall cooperate in taking measures, as appropriate, to enhance climate change education, training, public awareness, public participation and public access to information, recognizing the importance of these steps with respect to enhancing actions under this Agreement.
Information and transparency (articles 4.8 and 4.12)
Nationally determined contributions shall be communicated to the secretariat by Parties so they may be recorded in a public registry. In communicating their nationally determined contributions, all Parties shall provide the information necessary for clarity, transparency and understanding. Furthermore Parties shall account for their nationally determined contributions and in doing so, promote environmental integrity, transparency, accuracy, completeness, comparability and consistency.
Transparency and participation in adaptation/ Gender/ Indigenous Peoples (articles 7.5 and 7.12)
Parties acknowledge that adaptation action should follow a country-driven, gender-responsive, participatory and fully transparent approach, taking into consideration vulnerable groups, communities and ecosystems, and should be based on and guided by the best available science and, as appropriate, traditional knowledge, knowledge of indigenous peoples and local knowledge systems. The adaptation communications that Parties present shall be recorded in a public registry.
Capacity building and public awareness/ Environmental Education (article 11.1)
Capacity-building should enhance the capacity and ability of developing country Parties and facilitate technology development, dissemination and deployment, access to climate finance, relevant aspects of education, training and public awareness, and the transparent, timely and accurate communication of information.
Enhanced transparency framework (article 13)
In the context of the enhanced transparency framework, each Party shall regularly provide the following information: (a) A national inventory report of anthropogenic emissions by sources and removals by sinks of greenhouse gases, prepared using good practice methodologies accepted by the Intergovernmental Panel on Climate Change and agreed upon by the Conference of the Parties serving as the meeting of the Parties to this Agreement; and (b) Information necessary to track progress made in implementing and achieving its nationally determined contribution.
Implementation facilitation mechanism (article 15)
The Agreement establishes a mechanism to facilitate implementation of and promote compliance with
its provisions. This mechanism shall consist of a committee that shall be expert-based and facilitative in nature and function in a manner that is transparent, non-adversarial and non-punitive.
