Kyoto Protocol [Framework Convention on Climate Change]
The Kyoto Protocol to the United Nations Framework Convention on Climate Change came into force in 2005 and has been ratified by all 33 countries of Latin America and the Caribbean. It applies the principle of common but differentiated responsibilities and sets binding targets for reducing greenhouse gas emissions for industrialized countries, recognizing them as those primarily responsible for the high levels of emissions currently present in the atmosphere.

Highlights
Access to information (articles 10.b and 10.e)
Formulate, implement, publish and regularly update national programmes containing measures to mitigate climate change and measures to facilitate adequate adaptation to climate change. All Parties shall facilitate at the national level public awareness of, and public access to information on, climate change.
Knowledge and technology transfer (article 10.c)
All Parties shall cooperate in the promotion of effective modalities for the development, application and diffusion of, and take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of, or access to, environmentally sound technologies, know-how, practices and processes pertinent to climate change, in particular to developing countries, including the formulation of policies and programmes for the effective transfer of environmentally sound technologies that are publicly owned or in the public domain and the creation of an enabling environment for the private sector, to promote and enhance the transfer of, and access to, environmentally sound technologies.
