The acts provides for the effective organisation of the preparedness, management, mitigation of, response to and recovery from emergencies and disasters natural and man-made in Antigua and Barbuda.

The Act provides for the control of physical development, requires the preparation of physical plans for Grenada and protects the natural and cultural heritage.

This Act makes provisions for the orderly and progressive development of land in urban and rural areas and to preserve and improve the amenities thereof and for the grant of permission to develop land and for other powers of control over the use of land in Dominica.

The Constitution of Barbados ensures access to information and participation within the framework of the freedoms of expression, peaceful assembly and association. It also provides constitutional guarantees in case the aforementioned rights are infringed.
