COP1 concludes: Countries of Latin America and the Caribbean Reaffirm the Escazú Agreement as a Fundamental Tool for Ensuring a Healthy Environment for Present and Future Generations

The first meeting of the Conference of the Parties to the Escazú Agreement took place between 20 and 22 April 2022 at ECLAC headquarters in Santiago. 

 

State Parties adopted a Political Declaration in which they reaffirmed the treaty as a driving force for sustainable development and a crucial governance tool for the development of better public policies in the region, with a view to ensuring a healthy environment for present and future generations. They also adopted six decisions, including the rules of procedure of the Conference of the Parties and relating to the structure and functions of the Committee to support implementation and compliance.

 

More than 780 delegates from countries, international and regional organisations, panellists and civil society representatives participated either in person or virtually during the three days of the meeting. Also, more than 290 people followed each day's live broadcasts through the different broadcasting channels (website, YouTube and Zoom), and 120 journalists and members of the press were accredited to cover the various sessions.
 

The Conference elected the Presiding Officers, comprising Uruguay as Chair and Antigua and Barbuda, Argentina, Mexico and Saint Lucia as Vice-Chairs. It also agreed to convene an extraordinary meeting in 2023 to be held in Argentina and a second ordinary meeting in 2024.

A total of 29 official side events were organized during COP1 to the Escazú Agreement

A total of 29 official virtual side events were held between Tuesday 19 and Friday 22 April 2022. 

 

These events aimed to share knowledge, build capacity, build networks and exchange experiences on matters related to the Escazú Agreement. 
 

The events were organised by more than 100 entities, including academic institutions, civil society, environmental defenders, governments and international organizations, with more than 180 speakers.

ECLAC and OHCHR sign cooperation agreement

The United Nations High Commissioner for Human Rights, Michelle Bachelet, and the Acting Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC), Mario Cimoli, signed a cooperation agreement on the Escazú Agreement in the framework of the first meeting of the Conference of the Parties, held in Santiago from 20 to 22 April 2022.

 

In the presence of the former Executive Secretary of ECLAC, Alicia Bárcena, and the Regional Representative for South America of OHCHR, Jan Jarab, both institutions committed to support the full implementation of the Escazú Agreement from a human rights approach in its four pillars: access to information, public participation, access to justice and human rights defenders in environmental matters.

 

 

Public consultation on the Escazú Agreement Implementation Guide

ECLAC, in its capacity as Secretariat of the Escazú Agreement, has prepared an implementation guide with the aim of contributing to the application of the Agreement, raising awareness on its content and providing guidance and support to better understand and comply with its provisions.

 

The guide was drafted by a group of international and environmental law experts and ECLAC. Furthermore, a broader group was identified on the basis of area of expertise and invited to review and make comments on the guide.

 

An online public consultation process of the guide is open until 11 May 2022.

 

Interested persons are invited to submit views, comments and proposals on the text of the guide to the Secretariat by e-mail to secretaria.escazu@cepal.org, indicating "CONSULTATION IMPLEMENTATION GUIDE" in the subject.
