Esta Ley establece el acceso público a los datos e informaciones ambientales de que disponen los órganos y entidades del Sistema Nacional de Medio Ambiente de Brasil (Sisnama).

La ley tiene facilitar el libre acceso a información pública de toda agencia o dependencia del Estado y garantizar  el derecho que tiene toda persona para solicitar y recibir información veraz y oportuna, en poder de las autoridades gubernamentales de Panamá.
